What firmware build is this phone? It looks to be the older build before the latest HTC update. From what I've seen, when you tilt the phone into landscape mode (at least in the browser, as seen in the video here), the new update zooms out the entire page and "wobbles" a little to zoom back into a refreshed landscape mode.
This, however, simply changes (kinda slow) when you tilt the phone with no animation. The possible older firmware build could be why you deem the phone sluggish at times...

Mobile data networks are obviously going to run slower than your in-home wifi connection which doesnt need to re-rout itself through a wireless connection on a CDMA network. OBVIOUSLY wifi would win - but compared to other devices on other networks, Sprint's Rev-A connection speed runs the fastest by far - beating iPhone 3Gs and MyTouch 3G's page-load times by as much as 20-30 seconds. Why would you make a comment like "not to speedy" when comparing this to a landline connection? Irrelevant!

Thanks for the thorough review!! With awesome quality video!
I'm sure this will help a lot of people, decide on their next smart phone purchase. I for one am sold, Flash isn't going to work on all websites, and i have to expect it being laggy here and there, but nothing a reboot can't fix.
After returning the PRE (signal issues-horrible build quality) this looks like a practical upgrade for my BB 8330.
